German commas follow grammar, not pauses. A comma is required between a main clause and every subordinate, relative or um ... zu clause, before aber, sondern and denn, and between items in a list. There is no comma before und or oder in a list, and none after an opening time or place expression.

Example: Ich glaube, dass der Kurs, den du meinst, schon voll ist.
