Funktionsverbgefüge: in Frage stellen, zur Verfügung stehen

English “makes a decision”, “takes something into consideration” and lets a law “come into force”. German has the same kind of fixed combination, called a Funktionsverbgefüge (FVG). They are everywhere in the press, in administration and in academic writing, and the difficulty for English speakers is that the verb is rarely the one English would choose: a decision is not made but getroffen.
What is a Funktionsverbgefüge?
In an FVG, the noun carries the meaning and the verb only carries the grammar (person, tense, active or passive direction). The verb, called a function verb (das Funktionsverb), has lost its literal sense: in eine Entscheidung treffen, nobody meets anybody. The typical function verbs are bringen, kommen, stellen, stehen, nehmen, treffen, ziehen, leisten, üben, führen, setzen, treten, gehen. Two patterns exist: accusative noun + verb (Kritik üben, einen Antrag stellen) and preposition + noun + verb (in Frage stellen, zur Verfügung stehen). The combination is fixed: you cannot change the verb, the preposition or the article.

Active or passive meaning: the verb decides
Many FVG come in pairs. With bringen, stellen, setzen, ziehen, nehmen, someone acts on something, and there is an accusative object: Die Ärztin bringt ein neues Verfahren zur Anwendung. With kommen, stehen, treten, gehen, nobody acts: the meaning is passive or describes a state, and the former object is now the subject: Ein neues Verfahren kommt zur Anwendung (= wird angewendet). Learn the pairs together: zur Sprache bringen / kommen, zur Verfügung stellen / stehen, unter Druck setzen / stehen, in Kraft setzen / treten. This is an elegant way to avoid a passive.

The grammar of an FVG
The noun part behaves like a separable prefix and closes the sentence bracket: Das Gesetz tritt morgen in Kraft. In a subordinate clause it stands just before the verb: ..., dass das Gesetz morgen in Kraft tritt. Negation: the prepositional type takes nicht (Der Raum steht nicht zur Verfügung); the accusative type without an article or with ein takes kein (Sie hat keine Entscheidung getroffen; Er nimmt keine Rücksicht). An adjective can refine the noun where the simple verb would need an adverb: scharfe Kritik üben, einen wichtigen Beitrag leisten. Both spellings in Frage stellen and infrage stellen are correct.
Register: FVG or simple verb? FVG sound formal and precise. Use them in official letters, reports and essays, especially when no simple verb exists (in Kraft treten), when you want a passive meaning without the passive (zur Anwendung kommen), or when an adjective adds nuance (scharfe Kritik üben). In everyday speech, and whenever the simple verb says exactly the same thing, prefer the simple verb: Wir haben entschieden is lighter than Wir haben eine Entscheidung getroffen, and style guides criticize inflated phrases such as zur Durchführung bringen for durchführen.
Learn each FVG as one vocabulary item with its verb and its preposition, the way you learned verbs with prepositions: Kritik üben an + dative, Bezug nehmen auf + accusative, einen Beitrag leisten zu + dative. When you read, underline the noun and the verb at the end of the clause together: they form one meaning.
Do not translate the English verb. “To make a decision” is eine Entscheidung treffen, never machen. “To make a contribution” is einen Beitrag leisten. “To take into consideration” is in Betracht ziehen, not nehmen. “To ask a question” is eine Frage stellen, not fragen. And “to come into force” is in Kraft treten, not kommen. If you are not sure of the function verb, use the simple verb: entscheiden, beitragen, erwägen, fragen.
